I'm all for fair and secure elections....that said....I think we have achieved that.
I'd implore people who don't believe that to be the case, to spend some time actually talking to election workers etc...got watch what they do.......better yet, go volunteer to be one. It's a pretty solid system.

Putting serial numbers on ballots would mean ballots could be tracked to an individual voter.
Shellback, your source is floundering about attempting to "fix"a problem that doesn't exist. When one does that, things get unnecessarily messed up.
The ballots "I" receive in the mail have a double envelope. The outer envelope requires a signature and a date that the ballot was cast -- and it has a barcode that can be scanned to ensure that I am registered and eligible to vote. The ballot is no longer identifiable as "mine" once the inner ballot is removed from the outer one.
Trackable paper ballots.
Btw, if there were election fraud in the US, I personally would suspect it to be in the states that do un-auditable, no-paper-trail electronic voting. States like Kentucky.
